Commodore Jyotin Raina (03556-F), is presently appointed as Fleet Operations Officer (FOO) at Headquarters, Western Fleet, since 28 December 2018. In the aftermath of the Pulwama attacks, the officer, in a display of professional excellence, promptitude, vision and personal leadership of high standards, ensured that the Western Fleet re-oriented and was ready in all respects for meeting all operational tasks, within a very rapid time frame. The bold actions by the officer, to ensure the turnaround of own ships despite presence of enemy submarines off own harbours, was based on conscientious planning and an intrinsic calculated risk taking ability and was achieved through the formulation of an alternate routing ensuring the concurrent turnaround of WF ships at various ports, whilst maintaining continued presence off the Area of Operation and retaining absolute readiness of the Western Fleet towards the full range of maritime challenges.

Committed to the national mission and a bold assessment of the situation, a daring operational plan with a show of force to deter the enemy in its own waters was warranted. With enemy maritime reconnaissance aircraft in close vicinity and the ever present threat of shore based fighters, the officer displayed outstanding operational application, constantly refining the deployment plans based on the developing operational situation, adapting and incorporating spatial and temporal considerations ensuring that the Western Fleet was “stood to” to combat any misadventure by the adversary.

The officer has been an exemplar of professional excellence and leadership during a period of high operational tempo, planning and executing the daring operational plan to hinder any enemy misadventurism thereby sending a strong strategic signal that helped maintain favourable operational asymmetry against the enemy. For his decisiveness, dynamism, fortitude and courage of an exceptionally high order during the operational deployment, in keeping with the highest traditions of the Service, Commodore Jyotin Raina (03556-F), has been awarded Nao Sena Medal (Gallantry).
